Do European toilets have toilet paper? As a tourist, should I carry my own?

I've read on some website that they do and on others (Rick Steves) that you should carry your own. Confusion? I leave for Europe in 2 1/2 weeks. Will be in Italy, France and UK> Help!

Carry a small packet of tissues but be assured that all toilets in Europe have toilet paper. Bring one packet with you, but know that you can buy more here. I mention that in case Rick Steves thinks we wipe our noses on our sleeves.
