Sendiri mau ingatlah...

BN backbencher chides ruling coalitionHazlan Zakaria

In an about-turn from the BN backbenchers' usual toeing of the party line, Abdul Ghapur Salleh (BN-Kalabakan) chided the ruling coalition in an open lament in Parliament during the question-and-answer session.

"Indah khabar dari rupa (more promises than substance)... the bumiputera equity in Sabah is zero, zero," said the MP, prior to asking the point of agencies like Peneraju Agenda Bumiputera (Teraju) if the bumiputeras were still economically sidelined.

He challenged Minister in the Prime Minister's Department SK Devamany to name two bumiputeras from Sabah who have succeeded economically.

"Despite it being over 40 years since Sabah joined Malaysia, there is no successful bumiputera from Sabah. We want there to be at least two successful bumiputeras in business," said Abdul Ghafur.

Devamany (left) however deflected the claim by saying, "Saya tak pernah menanam tebu di bibir" (I never made any sweet promises).

He said there were successful people from Sabah but as there were too many, he could not just pull their names out of a hat on the spot.

At the time Mahfuz Omar (PAS-Pokok Sena) cheekily interjected and said, "Musa Aman and Taib Mahmud, 1Sabah, 1Sarawak".

The deputy minister was answering an oral question from Mahfuz on the justification for the formation of Teraju, when Abdul Ghapur asked the supplementary question.

'Govt can't guarantee low RON95 price'

Meanwhile, Deputy Finance Minister Donald Lim said the government could not guarantee that there would be no price hike for the RON95 fuel.

"The price of oil has risen to a high of US$108 a barrel. No government in the world can guarantee what you want me to promise," Lim said in answer to a supplementary question from Salahuddin Ayub (PAS-Kubang Krian).

Salahuddin had asked if the government could guarantee that the price of RON95 fuel would not be increased as had happened with RON97, which has gone up to an all-time high of RM2.70 a litre.

A five-fold increase in membership of the People's Volunteer Corps (Rela) during the two-year period between 2008 and 2010 has raised the suspicion of Seputeh member of parliament Teresa Kok, who questioned whether it was the authorities' way of preparing for the next general election.

Home Minister Hishamuddin Hussein had earlier revealed in Parliament that Rela members had increased by two million, or an increase of 477%, from 543,375 in 2008 to 2,593,263 in 2010.

19 percent or approximately 400,000 of these new members are recorded in Selangor.

"This 2-million increase is most alarming and highly suspicious because it occurs after the 12th General Elections in 2008, when Pakatan Rakyat won 51% of the popular votes and gave Barisan Nasional the biggest thrashing they've ever had.

"Had a mere 300,000 more voters cast their ballot in favour of Pakatan Rakyat, Barisan Nasional would be the opposition party today," said Teresa, who is also the Selangor state exco in charge of state investment, industry and trade.

Teresa demanded an explanation from Hishamuddin as to why there was a need for such a huge membership of Rela when the country was under no threat of war or natural disaster.

"Hishamuddin must justify the increase in the cost of emolument and personal accident insurance premium that the government now has to bear," she stated.

'EC must come out clean'

On speculation that the Election Commission may categorise Rela members under postal voters, she said it was possible as the EC could simply amend subsection 3(1)(c), by removing the restriction on "Police Volunteer Reserve Force", or expanding subsection 3(1)(f) of the Elections (Postal Voting) Registrations to include Rela members.

"I urge the EC to confirm or deny whether the EC will grant Rela members the right to the postal vote to put a stop to this rumour. We have not heard any public response from the EC in this matter so far and it is time the EC made its stand clear," urged Kok.

In November 2010, PAS warned of a political agenda behind the decision to increase the number of Rela members in Selangor by another 300,000 the following year.

Responding to the concern, deputy EC chief Wan Ahmad Wan Omar had stressed that Rela members could only vote as civilians.

"Why is Pas saying there are quarters wanting to register Rela members as postal voters, when such a thing will not occur. Even if they (Rela members) ask for it, it will not be approved.

"They (PAS) need not worry, because if it is impossible for that to happen, as it is stipulated in the Election Regulations (Registration of Voters) 2002," he was quoted as saying.

He also stressed that only personnel from the police, general forces and armed forces are recognised as postal voters, though he stopped short of saying whether EC would be amending the laws as feared by Teresa.
