How do I enable iPhone Cellular Network (APN) editing?

I have an unlocked iphone running firmware 3.0. I recently took the phone to Spain and used if for phone calls and internet flawlessly in Barcelona using a prepaid SIM card from a low cost carrier called Yoigo. Yoigo is great and internet only cost 1.20 Euros per day.

Then a couple of weeks later I took the phone to Rome, Italy and purchased a SIM card from one of the wireless carriers called tre.it. The internet worked well until one day I received a message asking if I wanted to update the carrier settings. I thought it was a good thing but it appears to have disabled accessing (the menu for) Cellular Network settings.

Since I use TMobile in the US, when I returned home I discovered, I had no way to set the Cellular Network settings back to TMobile apc.tmobile.com.

Any tried and true ideas on how to set turn on APN or cellular network settings editing?

BTW: I tried downloading TMobile settings from Cydia and installing the Cydia application APN Editing. I'm thinking DiskAid might do it on a PC.
