Putrajaya to learn how Singapore plants trees

PUTRAJAYA, Nov 18 — A delegation from Putrajaya will go to Singapore next month in a two-day study trip to see how the island republic plants and maintains its trees said the secretary general of the Federal Territories and Urban Wellbeing Ministry Datuk Haji Ahmad Phesal Talib today.

This comes as the ministry said it will plant 30,000 trees in the KL region beginning March next year to boost the city's liveability.

Singapore is widely acknowledged as one of the greenest cities in the world and the tree-lined stretch from the city's Changi Airport to the central business district is considered one of the most beautiful highways anywhere due to the carefully maintained foliage.

KL used to be known as one of the most pleasant cities in Asia with plenty of tree cover such as banyan trees, rain trees and angsana trees but thoughtless development has since seen a loss of much of the city's green canopy and parts of the city are now planted with palm type trees giving it a barren desert look.

When asked what type of trees will be planted next year, Ahmad, who will be part of the delegation going to Singapore, replied that it would depend on the area but without specifying the species.

"We got very good advice from the forest research institute of Malaysia to have town jungles or something like that which will use canopy type trees," he said during a media briefing.

"Angsana sometimes is not very good but we have a special committee to study what trees to plant."

Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Datuk Raja Zainal Abidin added that City Hall is proposing to recruit arborists or tree surgeons to help maintain the trees in the city which currently often suffer from inexpert care.

Pemandu CEO Datuk Seri Idris Jala stressed that it is important to learn how other countries maintained their tree cover.

"We must make sure KL becomes much more liveable and attractive," he said.

The tree planting initiative is part of the Economic Transformation Programme to green the city and elevate KL to one of the top 20 most liveable cities in the world.

The government allocated RM1.9 billion in the 2011 budget to finance environmental preservation projects including implementing the River of Life Programme and greening of Kuala Lumpur.

A tree fundraising event is also being planned for February next year to encourage private sector participation.

Apart from tree planting, City Hall is reportedly also planning an integrated park system to include parks, landscaped boulevards, paths and public open spaces to be connected through green trails providing a means for residents and visitors to walk the span of the city.

Rampant development has caused KL to fall behind leading liveable cities terms of in green space.

The World Health Organisation standard for green space is 16 sqm per person but KL reportedly affords just 12 sqm per person.

This number risks shrinking to just eight sqm per person by 2020 due to pressures from population growth.

Ex-MB settles 3-year arrears on mega-mansion taxes

Former Selangor Menteri Besar Mohd Khir Toyo yesterday finally paid up around RM11,000 to the Shah Alam City Council (MPSA), after he was served a notice to settle three years' worth of house assessment for his multi-million ringgit mansion in Shah Alam.

An aide to mayor Mazalan Mohd Noor refuted news reports that Khir's controversial residence was sealed off by the council following the state opposition chief's failure to settle his house assessments.

"His house was not sealed off; he was just served a notice to settle six terms (two terms a year) of his house assessment yesterday.

"He was given one working week to settle the amount, but I believe he has already settled the outstanding payment," the aide said when contacted.

Malay daily Berita Harian today published a story on Khir being served a notice of closure on his residence for not paying his house assessment for three years.

The paper quoted Khir as saying that he was not served any notice prior to yesterday and neither was he at home to receive the notice.

"I have already settled the payment. This is just a case of an oversight and I hope it will not become an issue," he told Berita Harian.

The story however sparked a flurry of stories in the Chinese media today, many of which played up the issue by claiming that Khir's residence (top) had been sealed off for failure to pay his assessment bills.

Khir's mansion was the focus of much controversy last year when it was claimed that his posh residence had cost RM24 million, including building and the cost of two parcels of land 0.2 hectares and 0.1 hectares each.

He had since countered the allegations saying that the total cost of construction of his mansion in Section 7 Shah Alam was RM3.5 million, and not the alleged RM24 million price tag estimated by backbenchers in the Selangor state assembly where the issue was first raised.

Never too old for good sex life

KUALA TERENGGANU: Sex is not just for the young and an inaugural workshop has been organised to rejuvenate the sex lives of elderly couples in Terengganu.

A host of health specialists and geriatricians, including renowned sex therapist Prof Dr Mohd Ismail Mohd Tambi, have been invited as facilitators in the pioneer workshop to start tomorrow in Setiu. Some 300 senior citizens are expected to take part.

The pioneer workshop, a brainchild of the Terengganu Family Development Foundation (YPK) comprises a series of courses with modules exclusively designed for elderly couples to bring back the joy of sex in their marriage.

One focus was on how the participants should maintain a high level of self-hygiene and what to wear when the couples were together.

YPK director Mohd Shafaruddin Mustafa said the workshop was aimed at correcting the perception of many that elderly couples had had enough romance after being married for decades.

"Many of them are lonely although their spouses live with them," he said in an interview.

In most cases, couples had strained relationships in their twilight years as they slept in separate bedrooms and focused on other matters, mainly the welfare of their children and grandchildren.

"This is unhealthy as elderly couples could still continue to have vibrant intimate relationships especially with all kinds of therapy and health supplements available these days," Mohd Shafaruddin said.

He also observed that senior couples easily get agitated with each other, probably due to their own aging process which could strain their union.

"All these can be prevented if they were given tips on how to make their twilight years more exciting through renewed intimacies."

Mohd Shafaruddin lamented that elderly couples also seldom communicate with each other and were very embarrassed to openly talk about their health issues like erectile dysfunction or even menopause.

"Through the workshops, we hope those with health problems could seek help from a panel of health specialists. The first session received an overwhelming response, and we believe those in other districts would be just as eager," he said.

Rais refuses to answer questions on USP fund

KUALA LUMPUR: Information, Communications and Culture Minister Datuk Seri Rais Yatim this morning refused to entertain questions posed by The Malay Mail.

This reporter was brushed off when she approached Rais after the ministry and its agencies' Korban ceremony at the Muhammadu Mosque, Angkasapuri, to ask about the Universal Services Provision (USP) fund issue which is currently being investigated by the Malaysian Anti-Corruption Commission (MACC).

Rais, who was approached at the end of his Press conference, turned away the reporter after learning she was from The Paper That Cares. After asking where this reporter is from, Rais said: "I will speak to you after I have my lunch."

When approached again, after he had had his lunch, Rais merely said: "No, I don't want to talk to you."

Azli Noh, Rais' Press secretary who was approached after the minister left, told The Malay Mail the ministry can't comment on the USP fund issue.

"This matter should be dealt directly with MACC which is in the midst of investigating the issue," said Azli.

He said the ministry was not able to comment on this further.

Last week, MACC investigation director Mustafar Ali confirmed they had launched investigations into the possible misappropriation of the USP fund.

MACC, however, is keeping mum on the progress of their investigations.

"We are investigating the allegation and that is all I can comment," Mustafar told The Malay Mail.

An MACC source, however, revealed in an English daily that the probe would also be looking at the alleged discrepancies in the netbook initiative financed by the USP fund.

''They want to know the process, mechanism and criteria surrounding the netbook initiative,'' the source said.

The source, according to the newspaper report, also said MACC was looking into the possibility of individuals from the Information, Communications and Culture Ministry abusing their powers.

It was also reported the MACC probe was initiated after Wangsa Maju Member of Parliament Wee Choo Keong and several prominent bloggers raised issues over the utilisation of money from the USP Fund.

KUALA LUMPUR, 18 Nov: Desas desus rombakan kabinet didakwa bakal menyaksikan Timbalan Menteri di Jabatan Perdana Menteri, Datuk Ahmad Maslan akan menjadi menteri penuh manakala Ketua Pemuda Umno, Khairy Jamaluddin sebagai timbalan menteri.

Sumber-sumber memaklumkan rombakan tersebut dijangka diumumkan Perdana Menteri, Datuk Seri Najib Razak minggu depan atau awal bulan Disember.

Empat menteri disebut-sebut akan digugurkan iaitu Datuk Ahmad Shabery Cheek (Menteri Belia dan Sukan); Datuk Shaziman Abu Mansor (Kerja Raya); Datuk Seri Ismail Sabri Yaakob (Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan) dan Datuk Seri Ng Yen Yen (Pelancongan).

Beberapa menteri pula dijangka bertukar kementerian seperti Datuk Seri Hishammuddin Tun Hussein yang kini Menteri Dalam Negeri dipindahkan ke Kementerian Pertahanan.

Dua bekas menteri, Datuk Seri Tengku Adnan Tengku Mansor yang kini Setiausaha Agung BN dan bekas Menteri Pelancongan, Datuk Seri Azalina Othman Said akan kembali ke kabinet.

Jika ianya benar, beberapa penganalisis politik melihat ianya sebagai petanda bahawa Pilihan Raya Umum ke-13 semakin hampir dan Najib sedang memperkemas pasukannya.

Mereka tidak menolak kemungkinan PRU-13 akan diadakan tahun hadapan berasaskan BN pada waktu ini yakin mereka telah mendapat kembali sokongan rakyat.

Penanda aras paling akhir bagi mereka setakat ini adalah Pilihan Raya Kecil Dun Galas dan Parlimen Batu Sapi pada 4 November lepas yang menyaksikan kemenangan calon BN.

Beberapa pihak turut mendakwa cadangan melantik Ahmad Maslan ke jawatan menteri penuh kerana "sumbangan" besarnya menjadi jurucakap dalam isu Felda.

Beliau dilihat paling menonjol membela dakwaan "salah urus" dalam Felda biarpun dalam beberapa kes mahkamah yang dimenangi peneroka.

Rombakan kabinet kali ini juga dilihat sebagai peluang terakhir bagi ketua Pemuda Umno, Khairy Jamaluddin menyertai kabinet sebelum pilihan raya umum akan datang.

Khairy tidak dilantik menganggotai kebinet apabila Najib mengambil alih pentadbiran April lalu, sedangkan Datuk Mukhriz Mahathir yang mencabarnya bagi jawatan nombor satu pergerakan itu, mengisi jawatan timbalan menteri.

Selain itu, Naib Ketua Pemuda Umno, Datuk Razali Ibrahim juga dilantik sebagai timbalan menteri.

Anwar umpama sembilang di lubuk keruh: Rais .

KUALA LUMPUR: Menteri Penerangan, Komunikasi dan Kebudayaan Rais Yatim mengumpamakan Anwar Ibrahim sebagai "ikan sembilang dalam lubuk keruh" yang hanya tahu menyengat untuk kepentingan dirinya.

Beliau berkata dengan kedudukannya sebagai ketua pembangkang, Anwar sentiasa mengkritik melulu banyak perkara termasuk mengenai Malaysia yang diiktiraf banyak pemimpin asing sebagai sebuah negara Islam moden.

Rais meminta Anwar supaya melihat pengiktirafan terhadap negara ini menerusi 'pintu hatinya" dan bukannya bersandarkan kepada firasat politik beliau terutamanya ketika beliau dan parti yang diterajuinya Parti Keadilan Rakyat (PKR) kini dalam keadaan bercelaru.

"Datuk Seri Anwar, sebagai bekas timbalan perdana menteri dan sekarang ketua pembangkang, janganlah apabila dalam lubuk yang berair jernih lain bahasanya tetapi apabila di dalam lubuk yang keruh airnya lain pula bahasanya.

"Semasa berenang dalam air yang keruh dalam lubuk tertentu, beliau macam seekor ikan sembilang yang suka menyengat ke kiri dan ke kanan, tetapi bila di dalam keadaan air yang jernih, beliau selesa dan tidak membuat apa-apa," katanya merujuk kepada kedudukan Anwar kini sebagai ketua pembangkang dan ketika beliau menjadi timbalan perdana menteri.
